The UK along with coastal Atlantic and Mediterranean countries have stringent requirements for persons captaining a boat on their waters. A license is mandatory, which requires: proof of ability to swim (certified); good physical condition (certified); an intense 40 hour course; passing the final test. The class and test emphasize tide charts and navigation along with 8 hours of 'practicum' on a vessel. The RYA is the only English-language based program, whose licenses are recognized by EU countries if they passed an internal regulation to adopt it. Costs can run well over $1,000 to obtain a boater's license. Non-licensed operators will be fined and their boat confiscated.
