Panama is cracking down on perpetual tourists

Panama started last month enforcing an old rule they have ignored for years that says visitors must show a return airline ticket to their home country and $500 in cash or proof of a bank account holding at least that amount. If you do not have these, then they will refuse you entry. This situation is trouble for so-called "perpetual tourists" in Costa Rica who must renew every 30 or 90 days.
