For both of you, US and UK, you need to be researching immigration visas in your respective countries. For the US, once you are legally married in DR, you can petition to have your spouse come to the US on an immigrant visa and begin the lengthy immigration process if he wants to live in the US permanently. If he just wants to visit, then you should apply for a visitor visa. I don't know how immigration works in the UK. Hope this helps a little.
