I live in the Cordoba province +- 80kms from Cordoba Capital. I have friends in the police force in Cordoba. The guy doesn´t speak English but his girlfriend does. If you would like I can put you in touch with them. Please send me a private message with your details.
Cordoba city is like any other big city and you do have crime especially in the Villas (Smaller poor communities). In some of those places police will not even go in, especially in the Buenos Aires area. It is too dangerous.
I have to tell you that I find people have very little respect for the police and that I have experienced on many occasions. People have a lot of freedom here in Argentina.
There is a very good language school in Cordoba and I know the woman who run the school. Again, if you would like I can out you in contact with them. They also have a Facebook page.
In terms of renting a place it all depends what you are looking at and your budget. Prices vary and it is a little complicated to rent an apartment. Maybe you should look at long-term rental in a hostel or a place that will give you a good price until you find your way in the city.
