This is the Viennese official support system for senior care - don't know how good your German is and what your situation re:residency etc. is, but they can help. http://www.fsw.at/ There are several agencies that offer all kinds of in-home care, from basic hygiene to live-in help. I do not know if you get help since your post, but I know hard it is to find a good person which look after a loved old person.
Is he really long alone? My grandmother has a person which looks every two days after her and the others we share. I found a person for her on this website
