This depends how good your german is, I work online so I am fortunate. There are several employers here. If your are American than you must eventually pass language testing.

No. Your still in the European Union, As far as I know you do not. Learning german will only help. I have been taking lessons.. Many people speak English however but some what limited.

No. Your still in the European Union, As far as I know you do not. Learning german will only help. I have been taking lessons.. Many people speak English however but some what limited.
