Are there any off leash dog parks in Baku? Are communications difficult for English speaking people?

Nope, no suh specific parks here. Well, it depends. I would say 70% of people (older) does not know a word in English. 20% is in pre inermediate level and the rest can explain smthingto you if you ask.

I don't think there are dog parks in Baku. Also, majority of the populations 2nd lanaguage is Russian and not English.
