I'm curious about making fruit-wines in Belize. Does anyone know about it? Are there any Belize expats that are retired wine, beer, or hard-cider makers that can shed some light?
I see that Traveller's has blackberry and cashew wines and that a winery called Bel-Mer has a line of different sorts in Hattieville. Does anyone know about these operations or how the wines are made?

There are some British guys who offer Belizean made wines at the Saturday market in San Ignacio. I don't believe they were traditional grape wines, can't remember what fruits they're made from.

What are the laws about distilling/moonshining ?

The EXCISE REGULATION ACT CHAPTER 53, Part V, covers the regulation of distilleries. Distilling has a longer tradition than brewing or winemaking because Belize grows sugar, but not barley or grapes. Non-grape fruits, however, can also be turned into alcoholic beverages!

Traditional wine making from cashew blackberry and other fruits involves the careful selection of fruits and it involves brown sugar and water and the correct amount of sunlight or shade leaving it to ferment and such. There are no laws about moonshine or wine making however some years ago the production of wine from a flower locally called rambo wine was prohibited because of the adverse reactions some leading up to death. Best wine makers are located in the burrel boom villages and surrounding communities.

Do any of these wine makers produce commercially (rather than just sell to local friends and neighbors)? If yes, how do I get in touch with them?

Because of your post it is now on my list! I think there may be a dozen or more fruit-wine makers in Belize and I'm eager to meet them. Now it's just a matter of tracking them down. Thanks!

One of the most prolific fruit wine makers is a guy named Charlie in Double Head Cabbage. I don't know his last name but if you trek that direction and ask for Charlie the wine maker, you'll find him.
I have friends who have been to his place and he was featured a few months ago on the show 'Booze Traveler' on the Travel Channel. If you can find that archived somewhere they talked about all kinds of drinks made throughout Belize.
