Incoming Expat needs advice

Hi!
We plan to arrive in La Paz in early September for a two-year stint with the local Government.
If anyone has the time to contribute to my knowledge of the following, I would be very grateful:

1) How bad has the recent spike in inflation impacted your spending and lifestyle?

2) I have a 16 year-old son, we are NGO people so not international school types, does anyone have any recommendations about educational options?

3) Are any Mandarin speaking people about?

There are very few Chinese, you need Spanish and if you work in the Rural areas a native language is a plus, since you are going to work with a Mao style Goverment your son should not attend a private school, it would not look good.
Bolivians are very "clickish" and friends are made at School, just like in England.
