Is it very much trouble to maintain funds in a U.S. Bank and use my debit card in Brazil while there on a Permanent Visa.

I'd guess that most do it that way!
In general, some of the best rates of exchange are from ATM machines. A little over a year ago it changed somewhat, but check with your bank to check on fees.

Citibank and HSBC both are in Brazil...although they are entirely different divisions of their US counterparts, you can access their ATMs with a very small 'foreign fee'.

I personally do it that way...
