Business license in Brazil

Hi everyone!

I'm usually on the Panama forum, as my company just relocated my wife and I to Panama City, but my question today pertains to Brazil.

Our company already has a smaller number of branches licensed and operating in Brazil - Rio, Sorocaba, etc. I'm currently in Brazil to help set up a new branch that will be serving a new customer, and it appears that the business license process/timeline is holding them up here quite a bit.

As it is in Panama, it is of course a very long convoluted process. However, I have a feeling that the team here might not be fully understanding what is permissible and what is not during the application process. For instance - they are waiting to put the office computer/server on site until the license is received, waiting to set up shelves in the warehouse, etc. Not knowing if they were accurate about the need to wait to accomplish those tasks, I though I would check with the group here to see if anyone had insight into this process, or could help point me in the right direction to learn more.
