Thinking about moving to Brazil?

I am an American citizen and have been married to a Brazilian for 15 years. My wife has a permanent residency in the US and we both have permanent residencies in Panama and have been living in Panama for 4 years. We have been contemplating selling our farm here in Panama and moving back to Brazil to be closer to her family in either Pernambuco or Rio Grande do Sul. My questions are:
#1 In that we have lived permanently in Panama for 4 years, where would my police report come from for permanent visa? Panama or US?
#2 Given the buying power of the US dollar against the Real our dollars would go far in buying property there. How stable has the real estate market been in the last 5 years and where do you think it is going?
#3 What is the current cost of living and inflation rate like in Brazil? According to internet research I have done it is about 10% less than Panama however this could very well be tainted by IL magazine. I would rather hear it from the "horses mouth".

I am right now in Imperatriz brazil been here since June 3 2016. I will try to give you what I have been spending on everyday things. First the Real is 3.4 to one US dollar today 27 it has been moving and is predicted to go to 3.6 to 1, My girlfriend is Brazilian she had a chipped tooth, Just got it repair a local dentist for 150 Reals that included three other teeth being smooth, In dollars 44.42. Used credit card no overseas charges close to true value of the dollar to Real. Rented a Car for a month that was $843.00. The prices here seem to be not adjusting to the changes in the Real. The dollar is going far for example spend $200 dollars for grocery it came to 679,23 Reals. Got a lot of food. I am buying for family 3 to 4 and many BBQ with family. Also purchased Kitchen Table and 4 Chairs nice glass round and Sofa my cost 6000.00 Reals dollars $1,800 around. Restaurant a cheep was in Salinopolis Brazil had dinner in great restaurant for three included two appetizers and drinks main course Moqueca. The best I have had in Brazil was about $44 to $45 dollars. Hope this helps
