I would highly advise against this. Obtaining the permission is a nightmare for foreigners and priority is always given to locals. For example, if a local has a similar trade licence or has requested one similar you will most likely be rejected. It's not completly impossible, my parents moved from italy in 1994 to open a business down there but already knew people there to assist them in dealing with this paperwork and after all it was 20 years ago. Now a days it is becoming increasingly difficult due to higher competition and a slow down in the economy.
