I spent about two weeks in Burma (mostly in Rangoon) one year ago. I was working at the main hospital in Rangoon. During my entire time there I felt personally safe the entire time. As a non-Burmese American, I was always recognized as a foreigner and I could never blend in with the crowd. However, as far as personal safety is concerned, I think this was an advantage, since someone (everyone) was always 'keeping an eye on you'. I had no hesitiation or concern even when venturing out on foot late at night. From my limited exposure to the towns outside of Rangoon, the situation there was also personally safe.
