Can anyone suggest a small city/town in China, that has everything but not the stress of a big city, that would be an ideal retirement city?

Absolutely!

Qingdao (also spelled Tsingtao)

Qingdao is a gorgeous city on the coast of China, halfway between Beijing and Shanghai. It is famous primarily for its beer (Tsingtao Beer), but is a gorgeous city in and of itself.

Qingdao's population is around 3.5 million, with about 200+ Western expatriates living there. It is a medium-sized city, with a small-town flavor. Most of the people there are very warm and friendly.

Qingdao is also quite a unique city in China: it was a German colony at one time, and boasts quite a bit of German architecture. It is also one of the greenest cities I've ever seen in China -- look over the city from a high point, and at least 50% of the city is trees and grass (in fact, Qingdao means "green island").

Weather in Qingdao is quite moderate -- summers are around 25-30 degrees celsius, and winters will rarely drop below zero. Qingdao also boasts some of China's best beaches (such a judgement being relative, of course).

Qingdao has most of what a person needs for a comfortable life; and if there are a few extras that aren't readily available, both Beijing and Shanghai are a one hour plane flight away.

There are over 100 cities with a population of over 1,000,000.

I suggest Beijing, as the people behave by a large as if they live in a village. I the last five years over 2,000,000 have fled to Tianjin to avoid high prices. There are a number of smaller cities like FenTai.
