Where to live Jul-Sept that is warm, dry and charming?

My husband and I are looking for a nice place anywhere in the country to live for 2-3 months from July to mid-September. We're looking for:

- Warm temperature. Highs around 30c (86 F), lows down to 20c (68 F). Sandals and shorts in the evening, not sweaters, pants and scarves.

- Not really rainy. No more than 90mm (3.6 inch) of rain in a month from July-Sept, and much lower than that is better. Basically, we want mostly sunshine: maybe some rain at night, but no more than a day or two in a month that are rained out in the daytime.

- Something alluring, charming. Could be a colonial city, a small town with an interesting local market, a beautiful beach, a lake, a vast open plains.... We're really open to anything that would be interesting!

- Safe. We're street smart, lived around the world in big cities and small towns in many countries, we know all the precautions to take. We're ok with standard risk and understand that the media makes isolated crime seem much more menacing than the reality of safety in most places, but we also recognize that anywhere in Central/South America, we very much stand out for our looks, and we'd prefer to be in relatively safe areas and avoid those (few) places where safety planning is a constant issue.

- Reliable internet connection.

- Walkable with the occasional use of public transportation. We don't want to drive our own car.

He's 36 and a digital artist, I'm 29 and am writing a book. We want to rent a cozy little place for around US$600/month and spend a few months appreciating the local charm while working on our projects. We both speak good Spanish. We'd live in a big city all the way down to a small, small village... we'd be in a jungle of concrete or a jungle of birds and vines... we're open to any interesting ideas! We're looking at either Mexico or Colombia (I'm cross-posting this in the Mexico forum).

We're both tall, blond (well, I have blue streaks now haha!), Scandinavians with some tattoos/piercings; we don't expect (or trying) to become fully integrated into a society in such a short time, and we'll be busy working in our own world most of the time, but it's important that wherever we are is open enough to more or less accept us two random foreigners living there for a while.

Points we don't care about or need: expat community, arts festivals, museums, nightlife, sports, restaurant scene.

We've found lots of great places, but either they're too rainy (most places), too cold (most of the mountain towns, coffee country), or are not walkable and/or alluring (some small towns on the Caribbean coast and the cities of Barranquilla and Riohacha).

Places we've eliminated in Colombia: Barranquilla, Bogota, Bucaramanga, Buga, Cali, Cartagena, Darien, Guatape, Jardin, Jerico, Medellin, Mompos, Mongui, Pereira, Raquira, Riohacha, Salento, San Andres, Santa Marta, Tunja, Villa de Leyva.

We're really open to any ideas: could be obvious tourist places or could be totally unknown (by the international community, at least) little towns.

What ideas would you suggest?
