Here´s an interesting article in The Economist about a new 100,000 population city being constructed 7 miles from Cartagena. Very interesting concepts.

Strickly from a Real Estate viewpoint: Lots of luck. "Planned" cities(unless it's a retirement village) have been quite unprofitable, and hence have lanquished for years...decades before finally establishing a decent population base. The "creator/builder" generally goes broke prior to this ever happening. There are a few "planned cities/communities" that have eventually worked out in the U.S. but as a general rule...the growth curve is not fast enough to sustain all the infrastructure costs along the way. I have been Realtor for 20+ years in the U.S. and this is what my experience and history has taught me. Great concept, but generally unworkable.
