Only new vehicles from the current year with zero kilometers ‘on the clock’ may be imported permanently into Colombia.

To register a new imported vehicle, go to the local Transport office and submit the following documents:

- Purchase invoice (Factura de compra)
- Import declaration (Declaración de importación) - see below
- Certificate of registration with the RUNT as an occasional importer
- Certificate of purchase of SOAT (compulsory car insurance)
- Receipt of paid taxes for the current year
- Downloaded and completed form Formulario de solicitud de tramite

There is a fee to be paid when submitting the documents

Sold cars for a long, long time and shipped a couple dozen to Latin America, although never to Colombia. From a US seaport, I'd guess it'll run under $1K US. Price shop. I've never seen a new car with zero showing on the odometer, by the way, so let's hope the regulations don't really stipulate that. They've always got some miles. They don't forklift them from the assembly line to the showroom, and then you got to get them to the port. Buy the extra insurance, which is only a couple hundred. Saved my ass more than once. Stuff happens, especially at sea.

Living in Medellín, I've seen this term 'on the clock' before.

Typically, when I have purchased a new car, there are a few miles on the odometer. Is the meter re-set for this type of shipping scenario?

Not easy to reset a modern odometer and thoroughly illegal everywhere in the US to do so. You'd need to make contact with an experienced criminal. Nearly all odometers run up to 999,999.9 nowadays, be it KMs or miles. But again, until you tamper with them no new motor vehicle exists with an odometer that shows zero zero zero zero zero zero point zero. New, untitled cars I shipped from the US were accompanied by Manufacturers Statements of Origin (MSOs).
