My son is studying in Colombia and forgot his computer when he was hime last. Can i send it to him and do i have to pay taxes?

Pack it well. I would use Fedex.. I would note on customs form it is a gift or as repaired item. I've dine it in the past but you can run into a customs issue. FedEx is generally safer imo on a shipment like this.

when i moved here i unintentionally left my $600 DSLR camera in US. Without thinking, my friend sent it to me by Fedex and it wound up costing me $200 between shipping and taxes. Had I know that in advance I would have sold it in the US and bought an inexpensive point and shoot to use here in Colombia.

I think it was import fee, not a tax. I don´t know about getting money back from Colombian government, but it seems highly unlikely,
