Does Colombia have any type of national health care? If so, is it possible to get into the system as a permanent residence? I am ineligible for an international private plan due to a pre-existing condition (I have checked).

EPS insurace is available to all with a visa. It's coverage is good but there's a lot of runing around and waiting to use it. Most expats use both EPS and also whats called prepaid medical insurace which may be hard to you to get. I can't speak to the cost of EPS because it's free to me, but I belive it's based upon a percentage of income.

Although I can't guarantee it, I thought it did not cover existing conditions, but I have heard, (again can't guarantee) that Mexico does. But do check with the health companies, EPS and the insurance companies.

The presidents and presidential cabinets of Colombia and Ecuador met in Pereira, Colombia, last week to deal with cross-border issues including drug trafficking and emergency treatment of travelers who need it.
The presidents signed an agreement to provide free emergency care to travelers with ID (cédula) who need it due to accident or illness after crossing the international border.

EPS does cover pre existing conditions. I understand it is ilegal for them to turn any one away, although someone said recently that they had to get a lawyer involved to get signed up. Note that there are a number of different EPS companies, not all are available in every area and some are better than others. Pricing and coverage however is rhe same for all. Do a search on this board for EPS, it has been discussed many times.
You would nod be able to get the Prepaid Medical insurance as they can turn you away for any reason and they do a complete check up with blood work an EKG before accepting you. If i recall corectly my policy specifacly states that HIV is not covered.
Most people here get by just fine with just EPS coverage, it's just a lot of running around and waiting.

Health Insurance here, in my experience is good. (Based on Bogotá Sura Chapinero) I had the no wait plan, like a PPO in the USA. I made my own appointments with the specialist.
No idea about the HIV, but look on websites for EPS.
