What's up with Uber in Colombia?

I have now had so many driver no-shows that I am beginning to believe that the drivers aren't bothering to make the trip in the first place. I suspect that they just see my Gringo name, report ME as a no show, and collect the no-show fee of $2700, figuring that I won't bother to downgrade them or ask for a refund for that small amount.

My last trip (this evening) I received a passenger no-show notification just as I was pulling away in the cab that I had to hire because HE was a no show. The MO is always the same-when I text them, they rarely respond.

This time was different-I down-rated the driver, and I got a refund on the passenger no-show fee. In any regards, I won't be using Uber in Colombia anymore.
