First, are you a legal resident of CR? And are you bilingual?

We just started our business in November. It is not that difficult if you hire an attorney to help you. There are some tricky laws to comply with. Our attorney made everything easy. I applied for residency, but will not have my permanent residency for a LONG time, so cannot "work" at my business. We have hired citizens with all of their paperwork to work for us. I agree with getting an attorney 100%. The devil is in the details and you need someone to iron all of them out. I used Outlier Legal and actually had them use my business to gain my residency too. Very helpful with everything. www.outlierlegal.com
