would anyone be able to tell me if one could rent a small villa or a 2 room apartment and be able to live on €1,500 per month.
also advise if medical insurance is available

Technically yes, but it depends on your lifestyle. You could probably rent a 2-bedroom apartment for a little under 500 Euros a month. Figure around 100 Euros a month for electricity and water, 50 for phone and internet. Health insurance is available and costs depend on the plan. If you have a vehicle you will have expenses associated with it. I spend about 50 Euros a month on gas, but I don't drive much.
