Notarizing Social Security Letter Need Facilitator

I have sent my Social Security Benefit Letter off to be apostilled. I have read that the next step is to have it notarized then sent to an Ecuadorian Consulate to be legalized. Do I just sign my name ON the letter somewhere and have a notary affirm that this is my actual signature? Secondly, the consulate closest to me is closed until Oct 15. Is it ok to send it to the one in Washington DC? If I were already in Ecuador before the apostille returns, could I have given someone else Power Of Attorney to Notarize it for me? This may be my husband's scenario in a few months. He may start out with the investment CD visa, then change over when he retires. Will he have to go back to the US to notarize a social security benefit letter? Or could he give someone there Power of Attorney to do it? We are looking for a facilitator who can help us in Cuenca. We have already sent in the other papers for apostille, but are hitting a brick wall about the Social Security Letter. Thanks for suggestions, recommendations!
