Wheelchair user advice - Quito

I'm considering moving there from Western Colorado, USA. I need specific from other wheelchair users in Quito only. I would like to locate near the central plaza. I know that it is a mountainous area, but, I need to know how to deal with the difficulties. Mostly, I like to paint and translate my books into Spanish and meet new people. Traveling comes later. I will need an assistant who speaks Spanish very well, is into the creative arts (dance, music, theater, etc.), and can drive occasionally. I plan to be there 6 mos./year beginning in November.
