How does the public health care program work?

Is it less expensive to pay as you go?

Also, can some tell me or direct me to the place to find out what the requirements are to getting citizenship

I'll look forward to some informed and critical comments on the first question.

As for citizenship. As I get it, you need to be a (good) resident for three years and then you can apply. The issue here would be how things will inevitably change between now and then, so that 3 years should be viewed as a moving target (?)
