Hello,
I am thinking of moving to Cuenca. I thought it a good idea to live there for three months on a tourist visa before going for the resident 9-1 visa. Can I get the 9-1 visa while in Cuenca or do I need to go back to the U.S.? Thanks.

The 9-1 visas are now obsolete. You first need to get a temporary two year pension visa. After 21 months you can apply for permanent residency. You could apply in Cuenca but would need all of the proper documents with you.
