We took a dog to Egypt in early 2000 - you should have an international health certificate (your vet should have this) with all the shots updated (especially rabies) and make sure you have lots of copies (one with the kennel and others with anyone going along). It's best to have the dog fly on the same flights as a person going over and it's ideal if you can get a non-stop flight. If you must connect overseas, I recommend Frankfurt (Lufthansa has a great record for animal handling).
Once we got to Egypt, no one wanted to see any paperwork - but it's best to have it just in case.
You should plan on what to do if the dog dies over there (happened to us - old age). In Cairo, the "crematoriums" were not operational (at least they weren't a few years ago) and were just dumping the animals in a pit. We managed with a medical waste incinerator, but that's not available to most folks. Our back-up plans had included a pyre or cairn out in the desert. . .
