how easy is it for EU passport holder to get first housing, then residence card

Hi and thank you in advance for reading. I am from Portugal. I have lived in different countries, I have worked as an IT consultant doing something which required a LOT of traveling. I want to settle somewhere stable and hopefully, compared to most places, safe. Estonia seems like it is reasonably well run country. I need good internet, want to open up a local bank account, and I will get my own health insurance. How hard is it to get a local apartment without a residency card or local bank account? Once one has rented housing, do I only need my Portuguese documents, a photo, government fee, and rental contract and go to the police to apply for a residence card? Or is it more complicated than that? I am also interested in expat's experience opening up bank accounts. Thank you.

Did you get any response to your question? I too am on a EU (well UK) passport, currently in Uruguay but I live in South Africa. Looking for the same thing as you, I suppose - stable & safe home & with decent infrasturcture.
