Schengen health insurance

My understanding is that France requires persons applying for long term visas to show a minimum heath insurance coverage of $50,000 with NO DEDUCTIBLE. Normally, I would probably opt to obtain more coverage, but the "no deductible" requirement makes such plans expensive. Should I simply purchase a "bare bones" policy to get my visa and supplement it with a more comprehensive policy with some kind of deductible?
