Can you get a public shuttle to Pana at the airport without having to go through Antigua ? I have read the recommendations for private drivers. We arrive about 11 am in April. Second trip. The first time got a shuttle to Antigua at the counter at the airport.

All public shuttle to Pana go through and stop in Antigua so about 4 hrs. There is one at 11.30am but I doubt you will make that. Then the next is at 2.30pm.
If you don't want to wait, just take a taxi or one of the public shuttles at the airport saying Antigua for $10pp. Got there and spend a few hours there until the 4pm shuttle to Pana. You can probably leave your bags in the transport agency office.

Direct shuttle are a rare currency.. but I would check with Uber service as they happen to be very competitive
