I am studying in Hungary. Last term 25% of our lectures were cancelled, sick, working on something else, elsewhere. One of the profs clearly had not prepared for the class every week. The last week of his class he said we would just watch a movie and then he cancelled that too as it was too long.
I had hoped these were teething problems…
We took 5 subjects last year and we have only had grades back from 2. The other three classes we have asked where the grades are with no answer. My dissertation supervisor has still not read the 1st draft of my paper, I sent 13 weeks ago.
Term is due to star this week and one of the Prof has emailed to say that his classes are cancelled for the next three weeks as he is on leave.

Well it could be! Although I have not attended any schools in Hungary I suspect the general rule applies; there is NO ACCOUNTABILITY! This comes from an old system invented by the Communists. Superiors only intervene if they are; 1. Personally effected, 2. It is an embarrassment for them, 3. Directed by a higher authority, 4. They directly benefit from intervening. Otherwise you can forget it. Incidentally many in the teaching business make extra money from teaching privately and preparing students to pass exams. This x-tra money is critical for them in order to pay their bills and maintain an acceptable living standard.

The university is looking at forign students as a cash cow. You are paying a very high tuition and it is all about the money. If they could take your money and send you the degree in the mail without even seeing you they would do that (in some places it's possible). From what you are describing the university doesn't really care about your education but if you missed a tuition payment I bet they will care about that.

I think you have said it NO ACCOUNTABILITY!
We went and spoke to the prof. today again. One of them gave us ALL A grades - ok this is good for me I guess. But it seems a shame, here have a A now go away.
I think you have said it, unis are struggling for funding and we are cash cows.
But just the same in the UK - I went to a good uni, but I could never work out how the chinesse students passed their classes taught in English, when they did not even understand VERY basic English.
