Soon I will be retiring and want to relocate to a small town in India. the town should be well connected to big cities- not more than 2 hrs bus/train ride; the town has lot of greenery; ample rain/water supply.

In North I would recommend, Chandigarh (not really small), but really clean air. Other parts of India I could not offer any ideas.

The Paying Guest system is very populay in Western India, do not know about Chandigarh. So what about the PG accommodation (of course absolutely private). What would it cost?

I just googled it, it is all over the map, 1500 Rs to 5000 rs/month. I think the higher rent would be for fully ensuite bathroom etc. Do not know about meals etc.
My two cents.

You can also look into Mysore. It is down south. 3 hour bus ride to Bangalore. Come down here. the weather is nicer:)
