ISO help moving & opening business in Israel.

Shalom!!! Non Jew, retired couple would like to move to Israel, (BanTam area) or other.
We were wondering if there is a small shop with kitchen and home either upstairs or behind business that we could rent??? All in one. We love the ocean and would like to be near it if possible. We have been reading a lot online and watching youtube with people filming Israel as they drive videos. A small shop to sell bagels is what we would like to do. We know a business visa is what we need. Anyone know how difficult is it to get??? Any suggestion and help would be appreciated.
