Do you have to leave the Schengen area after you have used your 90 days in 180? Or is it possible to stay 60 days then use the other 30 day as the 180 ends and a new 180 begins giving you a new 90 days?

The 180 days are on a rolling basis, counting backward. If you use 90 days continuously, you need to leave the Schengen area for 90 days before a new 180-day period begins, at which point you can reenter for another 90 days.

Sorry, I read 90 for 60 in the second part of the question. I just did a calculation of what you asked based on a starting date of 1/1/17, and it looks as though it would not be possible.
