can someone please tell me when you submit a permesso di sorggiorno ....being that i entered on a tourist visa from the u.s and I'm married to an Italian does the the clock stop on my 90 days allotted until i get a response back ...thank you for your responce

Being married to an Italian gives you a right to be with your spouse. You still need to go thru the process but nobody is going to do anything to you. I suggest you go to the commune with your marriage certificate (apostole if from outside Europe) and get yourself an Italian marriage certificate. You also have a right to be an Italian citizen since you are married to an Italian.
