I will retire soon in the US and want to apply for a visa that allows me to stay in Italy long term. Do I have to wait any length of time while collecting my retirement income before applying for this visa? I would have to show proof of being independent financially but how many months should I wait?

You don't have to wait at all. You will need documents showing the amounts you will get and when you will get it. Anecdotal evidence suggests that you will want to show at least 40-50K for a single person, and add another 20% for each additional family member. Lots of info on this forum. Look for Elective Residence Visa as that is your starting point.
