" In 1980, when Michael Mansfield was the Ambassador to Japan, his staff was able to coordinate with the Japanese authorities a special opportunity for my wife and I to visit the Imperial Palace on a private tour (not just the gardens on a public tour). This is just like visiting the White House on a private tour. However because of illness we missed this visit. After 21 years we are returning to Tokyo. Can anyone tell me who I can contact at the appropriate Minister in the Japanese Government to request a VIP visit to the Imperial Palace. "

" For a tour you must call the Imperial Household Agency at 3213-1111 ext 485, English is okay. Then at least one day in advance you must present your passport and fill out a form for your permit. I don''t know if this is as VIP as you want but it is more than the ordinary person... Hope this helps. "
