Not an actual credit card but you can get a debit Visa card if you open sn account at Shinan Bank. That is the only bank I have experience with.

Yes, but we had to put money down in an account for a year. Similar to a secured credit card in the US

I actually got the Concourse Card from Shinhan. It's especially designed for foreigners and has tons of benefits.
