I have some questions UI have not found the answer to, maybe you can help me

Are there banks that offer internetbanking?

Do I need a Lao driverslicense to ride in my car??

Are there area's/bars in vientiane where the expat community meets?

Yes, BCEL does and I think Phonsavahn bank will shortly. Not sure about ANZ.
You don't need a Lao licence, but it is a good ideato get one. Only costs 100,000 kip for a year.
Regarding bars, try Kop Jai der or Borpenyang.
