Cat Rescue in Luang Prabang?

Hello!
I am a traveler from the USA visiting Luang Prabang. I was at Mount Phousi today and the saddest cat came up to me. He was emaciated, so skinny I could feel all his bones, and looked pretty ill. I brought him some food and he wolfed it down, but this is only a temporary solution. I felt so bad leaving him. He was so cute and lovable, but really needs help. Is there any animal rescue or someone living here that would be able to look after him? I'd really like to help him out!

There is no cat or animal rescue service around. Cats are not that highly thought of in Laos. People prefer dogs as security for their homes.
You could try giving him away to other expats in the area.

Most urban cats in Laos run semi wild. Few are desexed so they breed uncontrolled. I have observed that out of a typical litter only one or two and often none survive. They are rarely tame enough to approach although with some effort you can domesticate one.
They mostly survive by scavenging but some lao people will put out scraps especially for them. They do keep the rat and other wildlife minimal. Life is tough for them, but the tough survive.
