Hi,
I was wondering if anyone would be interested in starting an English speaking Toastmasters club in Vilnius? I am myself a Lithuanian, but have lived in US (Minneapolis and New York) and UK for about 8 years.

Well, there is one club in Lithuania:
Europa Royale Hotel Ausros vartu g. 6, Vilnius, LT-01129, Lithuania 370 634 29385 Meeting Time: 7:00 pm, 1st/3rd/5th Wednesday Club Status: Membership eligibility criteria required - Contact club
You might want to contact them to see if they have an English night. If not, they would probably handle founding one faster than founding a whole new club.

Thank you :). In fact, there are two Toastmasters clubs in Vilnius, but both of them are interested in hosting talks in Lithuanian only. Starting a Toastmasters club is actually extremely easy from administrative point of view - what is needed is only about 10-12 people who are interested in doing so.

The second toastmasters group is not listed on the official Toastmasters website.
So let me ask how better to rephrase the question. Since apparently there are no such groups already organised, are you offering to found such a group if the requisite number of members can be found or are you simply offering to become a member if another founds such a club? I have no qualification to preside over such a club, so can only offer to become a member if it is held on during the day on weekends. I prefer not to be out after dark.
I would suspect that announcements posted at the various Vilnius universities and colleges should attract enough potential members. An English teacher might even be interested in hosting such a club.
