VISA - OVER 90 DAY VISIT

Hello,
In 2017 I plan to visit Lithuania and use it as my home base (apartment, car) for at least 9-12 months as I travel through Lithuania and surrounding countries.

I am retired.

Has anyone have any experience or knowledge of getting a Visa for this situation?

I've read the guidelines about medical insurance, monetary confirmation, etc., but the process is a bit confusing as to where to actually go, when to go there, and is it possible to arrive without Visa, and pursue it upon being in country?

I am not speaking with any great authority, but if I'm not mistaken in most European countries you can stay a maximum of 90 days without a visa and then must leave for 90 days before re-entry. So if you are on the road a lot, crossing borders it seems you can finesse the system quite easily.
Good luck with doing the math.
