There are border violence with immigrants all over Europe, But this is an old news, because now the Balkan route is closed so there are no immigrants anymore.

Yes you can live only with english. If you plan to settle in Skopje you will not have any problem. The problem can be if you like to go to smaller places where people are not used to english and some will not understand you. Regarding safety you can live everywhere... NO PROBLEM AT ALL...
