This sounds very much like bribing!

Nomally you have 2 years, then 3 years, then 5, then 8, then 10.

When I recently applied for a proolongation of my 5 years, someone (in the administration) also offered me 10 years - for 2 Mio Ariary (to be paid directly to him)...
which I refused.

My impression is that at present - maybe because everyone is totally fed up with corruption - the government really takes some "revolutionary" measures.by kicking out people in the administration who are known as being extremely corrupt. At last!!!

I think it's a question of regulation and a kind of control of expat. Just to make sure they are serious about their business. I can tell you (from this moment) that I can give you a 10 years visa if you need it and ONLY IF all your paperwork etc are all correct and completely legal; what I mean is I won't give you the 10 years if you are an employee with a short term contract or else.
