I live in Xalapa and some might question the safety in the state of Veracruz, but that was years ago. I also would recommend Tlaxcala. Nice choice.

Merida, Yucatan is a wonderful place and the safest city in Mexico. Incredible Mayan history and a huge cultural destination, arts, music, theatre, world class restuarants and more

There are so many beautiful and safe places to live in Mexico on a budget. Are there places to avoid? Of course there is just like in the States and Canada. Now to decide the things that you want. Look at the weather, the altitude and the groups of people who enjoy the same things you do. You will find your place of paradise just like thousands of other expats searching for the dream they had for retirement. Kitt Vincent

Be prepared to look for a while to find a good place for 5000 pesos, which is about $384. They do exist, though not in the neighborhoods favored by gringos. What you'll find at that price are modest, Mexican style homes. That could mean, for instance, a kitchen with open shelves, no cabinets. Not a big deal, but different from what you see in the north. You may have to buy your own refrigerator and stove.

Also, keep in mind that you probably will have to pay all utilities, and potentially taxes, as well as general repairs if anything goes wrong with your place.

These are not insurmountable issues by any means. It's just a matter of different customs and expectations. You need to be ready to ask lots of questions and take nothing for granted.

Thanks for the input mannem. I do know Mexican living to an extent, I've heard the crap from brokers/sharks in Baja Cali Sur that would have us renting at 12k-15k peso's a month. In the end we found a 'Mexican' 3 bedroom for 5000 on a quiet street with nice neighbours. We can do without a lot of the "gringo" necessities and paying to finish out a room or put up some shelves is no big deal. Of course no one in their right mind will pay the owner/landlords property taxes and I would have no problem shoving that thought down their throat. One thing I've learned about Mexican culture is that you don't have to accept everything as being "part of their culture", sometimes they just need to be educated. And it's amazing what happens when the money starts walking away.
