I will traveling to Mexico this year on a 180 day visitor visa. I would like to retire in Mexico. I am a US citizen but I have a sister who was born in Mexico but now lives in the US. She is a dual citizen with Mexico and still owns land there. My question is, even if she lives in the US, can she sponsor me as a 10 year visitor or a permanent resident?

Immediate family members of Mexican Citizens (even grandparents of a Mexican grandchild) qualify immediately for Residente Permanente, http://goo.gl/uaWhmJ

As far as I know the other family member is taking some level of responsibility for you .... financially or otherwise.
Not easy to do if she lives in the US and you are in Mexxico

I copied this from the Yucalandia website regarding 10 year visitors of Family: October 17, 2014 Update There are a number of big changes in Immigration law (specifically for Mexican Consulates – as SRE is the parent department over Consulates), taking effect today, including a new 10 year visitor’s visa (no permission to work) for family members of a Mexican citizen or of current Residente Temporales and Residente Permanentes:
~ “Visa de Visitante (Larga Duración)” Tramite 2 of http://www.dof.gob.mx/nota_to_doc.php?codnota=5363602 .
Unfortunately I don't speak enough Spanish to understand the info on the government site. Thanks all for the input. My main concern is that my sister lives in the U.S. and not Mexico as Sparksmex indicated.

Yes there is something called a 10 year Visitor Visa, but I can't find anything that relates to family members - only businesses. The idea of this type of visa for family member conflicts with a Residencia Temporal or Permanente.

It is real difficult to read some articles in Spanish without having to read the legalese. The US grants 10 year visas to Mexicans for reasons of frequent visits. From what I understand of the document, Mexico complies with certain agreements by granting 10 year visas to those who are related to temp or perm resident visas. This visa is not for living in Mexico for an extended time, but for frequent visits. I'm going to send this off to a Mexican lawyer I know.

Thanks. Let me know what comes of it. I am planning to talk to the immigration people in Mexico as soon as I get there on my 6 month visa. I will not qualify for Temporal visa for the next 3 years because I don't have my full pension yet which is why I am considering this, to avoid traveling to the border every 6 months for the next 3 years.

My lawyer said that "Mexican laws sometimes aren't congruent, the part that talks about the visas of 10 years is only in relation to cost (free/not free), the Migration Law is most relevant than this document and always will have application the more convenient to each person, depends the case."
