I know that you can't have a Japanese made car in Mexico, I was wondering if the same restriction applies to Baja as well?

As a Residente Temporal you can have any car. You are thinking of importing a car permanently and those cars must me NAFTA cars, i.e., made in Mexico, USA, or Canada.

You don't get a car permit when you enter the Baja from the US. I don't know what's legal, but it seems pretty easy to take any car into Baja without documents.
