Hi, I'm late replying to your post but yes we moved to Mexico from the U.S. and have Residente Temporal status, and along with two cats we brought our three-toed box turtle. Yes, it's all legal to bring your pet reptile. They have to have the property papers from a veterinarian to present to border officials (should they even bother to ask for them, because ours didn't), and choose a veterinarian who knows, or who will find out, what documentation they need to fill out. Documents need to be in Spanish. I think the vets get that information from the USDA. A potential "problem" is getting the pets (reptiles included) to Mexico. We wanted to get rid of our car before we came here, and fly in, but we ended up driving, because on most airlines you can carry small pets, like cats, in carriers inside the cabin with you, but the airlines will not allow any reptiles on board - I know because I called several airlines and confirmed with them. It also can be unsafe shipping animals in cargo - even though the airlines say they take precautions and have a special cargo area for them. One thing the airlines take into account is that the outside temperatures of landing strips/airport cargo area for both take off and landing, have to be within certain temperatures to ensure that very extreme temperatures do not harm animals - and that's very important for reptiles since they are cold blooded.
