I would like to know if there are American Expats successfully using TRICARE Health Care in Mexico.

There are, BUT it depends entirely upon the hospital you select, and you must make prior arrangements to pay; getting reimbursed later, since, from time to time, any hospital may decline due to slow payment.
So, you must ask at your selected hospital, and find out if they can take you & with what conditions/arrangements for payment, which must be made before you can leave the hospital.

If “one day“ is not rather soon, you might as well wait until you are ready to make the move. Things change rapidly. A hospital that accepts Tricare today, may not accept it next week. That has happened to a close friend.
